Primary Objective: Plans, leads, designs, and implements Global Project Engineering deliverables to support the Test business unit initiatives and strategy. This is accomplished by meeting customer and market requirements via focused leadership and project execution, and by facilitating continuous improvement of products, services, and processes delivered to requirements, on time and on budget.


Major Areas of Accountability:

1. Translates the implications of the Test Strategy to product realization by setting direction and developing short and long range plans to meet business strategies and goals. Defines and develops programs, processes and procedures to assure efficient and cost-effective project execution.
2. Manages overall project portfolio risk throughout the project execution lifecycle: Assesses technical and financial risk profile of new opportunities, recommends front-end reviews and collaborates with pursuit teams to ensure projects are well defined, appropriately estimated, and technical, financial and contract risks are identified, communicated and mitigated where possible. Directly participates in review of high risk opportunities, ensures risks are identified, documented and communicated, approves cost plan and recommends risk mitigation actions. Conducts a monthly project review with senior leadership, follows through on resulting action items.
3. Ensures projects are managed in accordance with the stage gate project system to meet technical performance, budget, schedule, and compliance requirements. Assigns and conducts front-end reviews.
Directs post award order acknowledgment, order acceptance, and negotiation of contractual changes. Develops effective techniques or strategies to minimize technical and financial risk to scheduled projects. Ensures appropriate project controls are implemented and routinely updated in accordance with SOX and other MTS policies and procedures.
4. Develops and maintains best practices for project management, risk management, contract management. Implements metrics and provides feedback, implements corrective actions needed.
Conducts regular training and coaching across the cross functional organization involved in project execution. Collaborates with project system process owners, functional owners, and others to improve the performance of the project system. Coaches Project Engineers on process objectives, requirements, responsibilities, and priorities. Facilitates technical problem solving by ensuring processes and methods are in place to identify technical problems before they become crises and determine appropriate action to solve technical problems. Drives continuous improvement and develops global project management competencies.
5. Directly engages in managing and resolving critical customer situations that arise on complex projects.
Provides escalation path for customers, communicates and negotiates MTS position for most favorable outcome. Guides MTS team to assess situation, develop strategies and tactics, provides recommendations to management.
6. Establishes annual cost center budget, monitors expenditures, and takes corrective action as needed.
7. Responsible for the on-going management and development of assigned employees. Hires, manages, and develops a skilled staff and work environment to meet objectives.

8. Performs other duties as assigned.



Education: Bachelor’s degree in Engineering

Experience: Minimum 10 years’ experience in a complex, technical environment in engineering or project management.

Minimum 5 years’ experience in managing an engineering or project management group.

Systems Engineering training and certification preferred.  Project Management certification preferred.

Travel: This is a global role, with expected travel averaging 10-20%, domestic and international.

A working knowledge of project scheduling, resource management, engineering BOM structures, MRP systems, SAP preferred.

A working knowledge of industry project management and engineering standards, practices, and regulations.

Comfortable presenting in large groups and to executive leadership.

Oversee project portfolio with high mix, including multimillion dollar custom engineered projects.

Experience negotiating complex project and contract terms with customers.

Experience dealing with customer complaints and leading resolution of critical issues.

Demonstrated ability to drive change and continuous improvement across a broad level/scope.

Ability to build relationships, lead cross-functional teams, and build consensus among a large group.
